টেলিযোগাযোগ ক্ষেত্রে সরকারের উদাসীনতা কেন?

বর্তমানে টেলিযোগাযোগের ক্ষেত্রে দ্রুত গতিতে ডাটা সঞ্চালনের বিষয়টি বিশেষ করে সফটওয়্যার ও ডাটা প্রসেসিং রফতানির জন্য খুবই গুরুত্বপূর্ণ ব্যাপারে পরিণত হয়েছে। অথচ আমাদের দেশ এখনো পুরানো আমলের টেলিযোগাযোগ ব্যবস্থাকে আঁকড়ে ধরে আছে। বর্তমান সরকার তথ্য প্রযুক্তিকে অত্যন্ত গুরুত্ব দিচ্ছেন এবং এ ব্যাপারে বহু বিবৃতি পত্র-পত্রিকায় ইতোমধ্যে প্রকাশিত হয়েছে। কিন্তু কোন কার্যকরী উদ্যোগ না নেয়ায় তা দেশের জন্য মঙ্গলজনক হয়নি। আমাদের টেলিযোগাযোগ ব্যবস্থাকে আরো উন্নত ও সময়োপযোগী করতে হবে – ডাটা ট্রান্সমিশনের গতি একটা মানসম্মত পর্যায়ে উন্নীত করতে হবে। অন্যথায় তথ্য প্রযুক্তি জগতের লাগামহীন ঘোড় দৌড়ে আমাদের ঘোড়া শিকল পড়া পা নিয়েই ছুটবে, যা কারো কাম্য নয়।
টেলিযোগাযোগ ব্যবস্থাকে উন্নত করার জন্য সরকার অনেক আগেই জাতীয় টেলিযোগাযোগ নীতি ‘৯৮ প্রণয়ন করেছে – মন্ত্রিসভার বৈঠকে এর খসড়া অনুমোদনের পরও প্রায় বছর খানেক হতে চললো। অথচ এখনো সংসদে তা উত্থাপিত হয়নি। অথচ জাতীয় শিল্পনীতি,স্বাস্থ্যনীতি এর অনেক পরে মন্ত্রিসভায় অনুমোদিত হয়ে সংসদে বিল আকারে পাশ হয়েছে। কিছু পড়ে আছে টেলিযোগাযোগ নীতি। কিন্তু টেলিযোগাযোগের ক্ষেত্রে কেন এই বৈরিতা বা দীর্ঘসূত্রিতা তা বোধগম্য নয়।
সংশ্লিষ্ট কর্তৃপক্ষ হয়তো বলবেন,এর বাস্তবায়ন সময়সাপেক্ষ এবং বেশ খরচের ব্যাপার। কিন্তু একথাও তো মানতে হবে যে,দূরদর্শী পদক্ষেপ নিতে বিলম্ব না করাই উত্তম। আর এ দূরদর্শী পদক্ষেপ থেকেই জাতির জন্য কল্যাণকর অনেক কিছুই পাওয়া যাবে। প্রথমতঃ নতুন টেলিযোগাযোগ নীতি পাশ হলে টিএন্ডটি বেশ প্রতিদন্দ্বিতার মধ্যে পড়বে,ফলে গ্রাহক সেবা উন্নত করতে তাদেরকে সচেষ্ট হতে হবে।
দ্বিতীয়তঃ ডাটা ট্রান্সফার রেট বাড়ানোর ব্যবস্থা করা হলে বিনিয়োগকারীরা তথ্য প্রযুক্তিখাতে বিনিয়োগে আরো বেশি উৎসাহিত হবে এবং তথ্য প্রযুক্তি খাতে কাজের পরিমাণও বেড়ে যাবে। আন্তর্জাতিক যোগাযোগ আরো সহজতর ও ব্যাপক আকার ধারণ করবে।
তৃতীয়তঃ এই টেলিযোগাযোগ নীতি বাস্তবায়িত হলে টিএন্ডটি আরো স্বল্পমূল্যে গ্রাহকদের যোগাযোগ নেটওয়ার্কের মধ্যে আনতে সক্ষম হবে – ফলে গ্রাহক সংখ্যা যেমন বাড়বে তেমনি বেসরকারি টেলিফোন কোম্পানিগুলো তাদের সার্ভিস চার্জ,বিল ইত্যাদি কমাতে সচেষ্ট হবে যা জনগণের জন্য তথা দেশের যোগাযোগ ব্যবস্থায় বিপ্লব সাধন করবে।
একটি অগ্রাধিকার প্রাপ্ত খাতের উন্নয়নের জন্য সরকারের দ্রুত আরো কিছু পদক্ষেপ নেয়া প্রয়োজন – যা তথ্য প্রযুক্তি খাতকে দ্রুত এগিয়ে নিয়ে যাবে। এই পদক্ষেপগুলো হতে পারে – এই পদক্ষেপগুলো হতে পারে –বঙ্গোপসাগরের নিচ দিয়ে যাওয়া ফাইবার অপটিক কেবলের সাথে সংযুক্ত হওয়া;কম্পিউটার লাইন প্রণয়ন ও তার যথাযথ প্রয়োগের ব্যাপারে সচেষ্ট হওয়া;স্বল্পতম সময়ে সুষ্টুভাবে আইটি ভিলেজ প্রতিষ্ঠা;তথ্য প্রযুক্তি শিক্ষাকে সারাদেশে ছড়িয়ে দেয়ার জন্য যথাযথ পদক্ষেপ গ্রহণ;তথ্য প্রযুক্তিখাতে মানুষকে আরো বেশি সম্পৃক্ত করার জন্য জাতীয় প্রচার মাধ্যমে যথাযথ প্রচারণার ব্যবস্থা করা;স্কুল কলেজে কম্পিউটার শিক্ষা/তথ্য প্রযুক্তি শিক্ষার উপর গুরুত্ব আরোপ এবং এই বিষয়টিকে সারাদেশের স্কুল কলেজে যথাসম্ভব ব্যাপকভাবে ছড়িয়ে দেয়া;জাতীয়ভাবে প্রতিযোগিতার মাধ্যমে সারাদেশ থেকে মেধাবী ও দক্ষ জনশক্তি খুঁজে বের করা ইত্যাদি (এ বিষয়গুলোর প্রতি গুরুত্বারোপ করে কম্পিউটার জগৎ বহু পূর্বে সংশ্লিষ্ট কর্তৃপক্ষের দৃষ্টি আকর্ষণের চেষ্টা করেছে)।
এসব বিষয়ে অহেতুক বিলম্বের কোন সুযোগ নেই;সরকারকে দ্রুত সিদ্ধান্ত নিয়ে তা বাস্তবায়নের দিকে মনোযোগী হতে হবে। কেবল তাহলেই এই খাতকে দেশের উন্নতিতে কাজে লাগানো সম্ভব। নতুন স্বপ্ন শুধু স্বপ্নই থেকে যাবে। আশাকরি সংশ্লিষ্ট কর্তৃপক্ষ প্রয়োজনীয় উদ্যোগ গ্রহণ করতে এগিয়ে আসবেন।

Why does governmental apathy persist in the telecommunications sector?
In the current telecommunications landscape, the rapid transmission of data has emerged as a matter of critical importance – particularly for the export of software and data processing services. Yet, our country continues to cling to an antiquated telecommunications infrastructure. The present government places immense emphasis on information technology, and numerous statements regarding this commitment have already appeared in the press. However, due to a lack of concrete initiatives, these efforts have yet to yield tangible benefits for the nation. Our telecommunications system must be upgraded and modernized to align with contemporary standards; specifically, the speed of data transmission must be elevated to a globally competitive level. Otherwise, in the unbridled race of the information technology world, our nation’s progress will resemble a horse running with its legs still shackled—a scenario that is desirable to none.
To improve the telecommunications infrastructure, the government formulated the National Telecommunications Policy ’98 quite some time ago; indeed, nearly a year has elapsed since its draft was approved during a cabinet meeting. Yet, to this day, it has not been tabled in Parliament. In contrast, the National Industrial Policy and the Health Policy—both of which received cabinet approval much later—have already been passed by Parliament as legislative bills. The Telecommunications Policy, however, remains in limbo. It remains baffling why such apparent hostility or bureaucratic procrastination persists within the telecommunications sector.
The relevant authorities might argue that implementing this policy is both a time-consuming and a costly undertaking. However, one must acknowledge that it is always prudent to avoid delaying the adoption of forward-looking measures. Such visionary steps are precisely what will yield numerous benefits for the nation. Firstly, the enactment of a new telecommunications policy would expose T&T (the state-run telecommunications provider) to significant competition, thereby compelling the organization to strive for improvements in customer service.
Secondly, if measures are taken to accelerate data transfer rates, investors will be further incentivized to invest in the information technology sector, leading to a corresponding increase in employment opportunities and business volume within the industry. Furthermore, international connectivity will become both more accessible and more expansive in scope.
Thirdly, the implementation of this telecommunications policy would enable T&T to bring a greater number of subscribers into its network at more affordable rates. Consequently, not only would the subscriber base expand, but private telephone companies would also be compelled to lower their service charges and billing rates—a development that would ultimately revolutionize both the lives of the citizenry and the nation’s overall telecommunications infrastructure. The government urgently needs to take further measures to foster the development of this priority sector—steps that will rapidly propel the information technology industry forward. These measures could include: connecting to the fiber-optic cables running beneath the Bay of Bengal; striving to establish robust computer network infrastructure and ensuring its proper utilization; efficiently setting up IT Villages within the shortest possible timeframe; taking appropriate steps to disseminate IT education across the entire country; organizing effective awareness campaigns through national media channels to encourage greater public engagement in the IT sector; placing strong emphasis on computer and IT education in schools and colleges, and working to introduce these subjects as widely as possible across educational institutions nationwide; and identifying talented and skilled human resources from all corners of the country through national-level competitions, among other initiatives. (By emphasizing these very points, *Computer Jagat* had long ago endeavored to draw the attention of the relevant authorities.)
There is absolutely no room for unnecessary delay in these matters; the government must make swift decisions and focus intently on their implementation. Only then will it be possible to harness the potential of this sector to drive the nation’s progress. Otherwise, these new aspirations will remain nothing more than dreams. We sincerely hope that the relevant authorities will step forward to take the necessary initiatives.
